This is why I will always roll my eyes at the "shitty friends" attitude. Having a lot of characters around makes the setting feel like a rich, living world, and gives you plenty of avenues for new stories. Minimalism can sometimes work, but in an adventure ortiented work like StH, you definitely want lots of stuff going on so things don't get repetitive.

The problem that some people fail to consider when talking about this stuff is that Sonic characters were initially created first and foremost to be playable with their own quirky abilities, with their stories being just there to add some flavor to them.
When Sega failed to introduce most non-sonic characters to fun gameplay mechanics starting with Adventure, they naturally ended up retiring most of them from playable roles and that also affected their writing as they now had to be there watching Sonic solve everything by himself.

I'm of the opinion that it can make sense if it happened before meeting Sonic, it would largely depend on the execution of such idea and it could make room for some interesting scenarios. Have Tails shook from having lived through such a harsh experience on his own at such a young age, make it even worse now that he's exploring the world outside his tiny island, he's treated like a freak for being different to everybody else around him, and find comfort in Sonic's company and inspiration to fight again, alongside him for a noble cause now that someone is trying to conquer the world again. It could make for a good origin story.

I think the reasoning of the japanese manual of having the events happen before Sonic 2 was to justify Tails' slower gameplay and use of gadgets/vehicles instead of playing similarly to a normal Sonic game, it happened before he learned to keep up and go fast. And also because Tails' backstory is something created by SoA, so it's probable that SoJ didn't care if it threw a wrench into his backstory.

It was well before Sega started paying attention. It was just a really strange development.
The island was initially portrayed as being populated like any other spot on Mobius.
Then Penders writes the origin of the floating island and explains that the Echidnas, Dingoes and Fire Ants are basically the only native population since they were the only ones on the landmass. So presumably everyone else are like the Chaotix, essentially colonists/migrants who somehow found their way up there, including entire communities like the chameleon village.
And for a while, this was still the norm. Even deep into Penders' echidna autism, you could still see other animals assimilating in the echidna city.
And then they're gone. Penders and pretty much everyone else just plain forget there were more than just echidnas and dingoes up there. Even before Ian Flynn was on board there was a whole plot about Eggman functionally taking over the island and only the echidnas and dingoes get a mention. And then after Enerjak the island is basically deserted.
What happened to everyone else? Did they leave? Did they get fucking genocided like the echidnas?

Technically, we're using the digital recolors, but I did use AI to remove the jpeg compression artifacts. We will be doing some AI upscaled ones when only the old scans were available. If anyone's interested in my process: I use selective Gaussian blur to remove the paper texture and scanning artifacts, I then use cunet to upscale the image and remove any remaining compression artifacts. For the final stage I rescale the colors since scanning leaves them a little dull and then apply white balancing so they don't look all yellow-brown. Simple!
