I think that was the point. Sometimes bad things happen to bad people and there's nothing you can do to help them. Frodo tries to help him, but it turned out Gollum was only ever playing him. Interestingly, if Gollum hadn't betrayed Frodo, Frodo would never have used the ring's power to curse him, which was what ultimately destroyed the ring
