You also have whatever was meant by Mogul destroying "multi-verse zones" at full power." And if you count the Post-SGW cosmology as being its own distinct thing from the Preboot (which you probably should) then you also have another infinite multiverse, one that Sigma became a threat to. And thats not even getting into the game continuity or other spinoffs or even other fancomics which we know have some existence in TMOM. We've had good OC's in the past. It's really down to how they are used in the story and how they affect other characters. Stripes, Lizzy, Jolt, and Gavin are good. The one in that story... not so much. And the number of pages is the final nail in the coffin. The early years I couldn't say but from what I've seen they didn't advertise it anywhere but other Archie books, and mostly relied on hype from the shows to sell it. It got worse as the years went on, I recall at least one game manual advertised the Sonic X comics but not the main comic. That being said pretty much every non-comic store that sold comics back then regularly stocked it and always had a big stock of new issues, so it had exposure but Sega never really pushed it

Every Archie Sonic character of relevance is considered to be Low 1-C ("Low Complex Multiversal") and before the page got nuked off the site, the Source of All (a literal pool of golden piss) was considered to be Tier 0, the highest tier on that entire site. At one point, it was in fact Tier 0. Though that was back when what they defined as Tier 0 was literally just "anything described as supreme/omnipotent in the context of its own setting" meaning a ton of shit was given the position for no real reason beyond being called godlike. It's why they removed Gan and a number of other characters from it over time.

Even now, they don't really want to scale the Source of All. Both because they treat it as less of a character and more of an object or source of power and because of laziness. It's why why they haven't given it a higher rating despite saying it potentially scales above Chaos Force deities like Enerjak and Aurora and why they just have the Sword of Acorns which could drain Enerjak and erased the Ancient Walkers listed as "Unknown."
