That's pretty much the best sentiment. Pre-upgrade Scourge was just a bully and occasional goon for bigger villains and had no agency of his own. Once he finally nutted up, tried becoming his own man, he still ironically dug himself into the niche of "Reverse-Sonic" that he was stuck in the whole time. Everything he does after is pretty much him trying to make himself into a brand of sorts but when Sonic has actual agency for his actions the opposite of it is fucking nothing.
