Rotor believes fiercely like a pragmatic being who see things through in the long term, but Sonic and co. might be more inclined on saving nearby folks in dire help out of just pure virtue and kindness.
Either approach isn't wrong, just means to characterize them up through conflict here. I think this was meant for Rotor's eventual character development, for him to later change his mind and realize it's okay to help someone nearby out of just pure virtue, which entails better his Freedom Fighter status, for as it shows he does care for people nearby, than merely saving the world yet again without really interacting any civilians. I think Rotor was meant to be on his way to become a Superman mentally, in summary.
