The problem with arguing the sentient capabilities of Robot Masters is that Capcom cocks up the lore and even in Mega Man X8, New Generation Reploids are hyped up as being able to go maverick "at will", meaning even the writers really don't have any genuine consistency.

I think another reason why the sentience of Robot Masters is so blurry is because I feel like none of the staff that's ever worked on the franchise could articulate what's the meaningful difference between a Reploid and a Robot Master that just simply isn't Three-Laws Compliant (read: Zero)

I think the colorists effect on the artwork are underrated. I liked Herms's early work as well as his work on IDW as well as Jensen's. Jensen started around issue 120s, and ended mostly around 180s. I prefer Herms's older style though, but I don't like his pencils that much.
