The same can apply a good chunk of the cast but Tails suffered this hard because Sega just goes back-and-forth with his development on what could be described as rollercoaster of inconsistencies. At his peak we have seen him rival Eggman but this doesn't carry over in a significant way into the next adventure, which actually sucks because Tails is someone that WANTS to keep up until he can become a hero, and we know he has the means to reach that goal yet nothings comes out of it, the whole thing is static in an unatural way for him. Plus it would be one thing if it was just stagnation but we've been dealing with a full on degradation, Tails at some point was worse compared to when he started, and again inconsistent, he could be full of bravado in one game or the meekest he has ever been in the next one.
