Because, and I could be wrong, they aren't allowed too. Jumping off from Forces, IDW hasn't alluded to the events of Frontiers, nor have any of its elements made an appearance. Which sucks because Post-Reboot Archie did a banger of a job adapting Unleashed (even throwing a Fighters adaptation in the middle of it all).

And Sega won't allow them to adapt Frontiers or Superstars, the latter because it's Classic Sonic and that content is not allowed in Modern material.

And indeed you are correct, that's why the Unleashed storyline is one of my favorites in Sonic's comic run. New settings, new faces, the heroes shooting for one goal and everyone doing their part to see it accomplished, good shit. Like yeah, did we NEED to see a Rotor/Sally team up dealing with helping some girl with her mom's(?) wedding? No, but it gave some insight to Sally's dead mom and Rotor connecting with that because of his own dead mother (and his dad working for EggMan).
