The SATAM characters are likely owned by Sega. It's hard to explain how they lasted for so long, and were allowed to be carried over to the reboot (even if the comic staff had to fight for them).
The Archie characters SHOULD also have been owned by Sega, but Archie made some oopsies regarding the contracts of the people who worked on the comics so they probably belong to their original creators (though as far as I'm aware, Penders and maybe Scott Fulop are the only two who went out and got trademarks for them).
