Rotor, as is any other character is as good as much to lead or be just supporting character on a story. You don't need stories to be convinced this base principle, but Archie and SatAM overall didn't really leave it favorable for Rote to do more stuff. It's not that he's good or not over whatever, but character-focused stories aren't gonna write themselves.
Rotor (and FFs cia.) has earn enough of great reception on previous threads storytiming the earliest pun-fest issues. People do like them. The issue is a wrench (Penders and soon-to-come certain baldie editor) was thrown into the process, handicapping quite the more supposed plans we might had for him to play some more on the spotlight.

This type of criticism is too broad to accentuate just Rotor, which's to say that's the general problem of this cast: the constant weakness on writing is strong to leave the impression half amount from games and other media are "useless" or "better off just playing gadzooks on their homes" (what kind of appeal of that when it's essentially just like the former?), which is what culminated the infamous complaints on Sonic's cast.
A character's "best" is being written well, protagonist or not. Rotor's not some preconditioned plot object. I'm gonna be that guy, but I disagree he's just meant as some side-gig guy, because that's not per the comic set up, but rather faulty endeavor and lacking planning ahead on rounding better the FFs overall down to their conceptual ideal.

Yes, that he was, if the very few crumbs left are to hint anything. The two-parter story that was just storytimed makes him rather wishing to deal personal family and not matters on his own, so that takes precedence. I really like of Rotor, makes him even more of a jovial, down-to-earth kind of guy, enough to think and feel for others to not let them get in the way and hurt themselves. And yes, that too! I really, really hope Ian would've plan it so Tundra could be slowly redeeming himself, because man, I can never not ever tire myself from feeling a little emotionally off the whole situation between them. I miss Archie.

Mania was definitely supposed to be the result of some kind of timeline split from Generations, but Sega always over-corrects, so with the complaints about the classic games not being from the past, they decided to try to fit Mania in there too.

I'd say it's pretty clear that Frontiers' DLC is just them testing out movesets for their next game. They're definitely going for Sonic, Tails, Knuckles and Amy being playable in the next one. I actually really like the idea that free DLC is being used to beta-test the next game since it keeps the hype up and hopefully allows them time to fix any major issues before the next game is released
