I'd view it as a bit of both, sorta like a permanent werehog form. While it offers him new abilities, he'd have to really navigate a world that now fears him. Maybe gathering the rest of the emeralds could cure him?

I only really see Fleetway Sonic that way, the rest are more non-sexual because Sega doesn't want Sonic being romantic. I totally agree about it being awkward and childish. Amy clearly likes him so it's not like others aren't able to feel attraction.
That said, you could just as easily read Fleetway as potentially romantic, but (rightfully) too distracted to give it any thought.
As for him being a minor, he's 16 in Fleetway, so legally an adult, and in Archie he was written as 18-20 towards the end of the preboot. Of course now they're all ageless despite some characters clearly being/acting like children (Tails, Cream). I'd honestly prefer Sonic to handle rejecting advances better. You'd think Tails or Knuckles would teach him some manners!

Fleetway and its fancontent generally get the balance right I think. As much as I love Slutnic, having an incarnation that doesn't focus on that is nice.
