Literally Sega mandates, anon. Just read Archie to see the sharp contrast in how that Sonic treats his version of Robotnik and Eggman compared to how IDW does and you'll see the glaring difference in behavior. Post-mandate Sonic will NEVER be allowed to actually give Eggmsn comeuppance for his innumerable crimes because Sega believes wholeheartedly that Eggman NEEDS to be the ultimate evil that nobody can actually take out for any lasting period of time. He has Joker syndrome, and you can tell none of the writers want him to have that but that's what the mandates demand.

Eggman got away in Archie, but usually because he had some contingency or some other more immediate problem came up that the Freedom Fighters had to deal with and he ran away in the middle of it. Outside of those, he got his ass beat and faced actual consequences whenever they were able to track him down.
