The Sonic movies are literally being headed and made by fans of the franchise and people who worked on it before. They also aren't bound as much to the mandates, which is why Sonic gets two brothers with Knuckles and Tails, as well as a family.

Knuckles isn't even allowed to leave Angel Island for almost any reason (in fact, if it weren't for them having more control over the movie continuity, they were going to force Knuckles to go back to his dead village and just guard the Master Emerald forever), and Tails has been reduced to a coward when the kid is strong enough to keep up with everyone else in his friend group and casually builds death weapons.
