Enerjak should definitely count, since it's his power that makes Mogul into Master Mogul who could directly contest and fatally woundthe Ancient Walkers and in fact, draining Chaos Knuckles (whose power is the same as when he's Knuckles-Enerjak) is what gave him the means to take advantage of the imbalance made by Knuckles later on to absorb the entire Chaos Force. He'd technically be the single strongest Chaos Force user period if it weren't for the fact that Enerjak's mentality is based on who becomes him and the title is usually mangled by retards.

Also in Chronicles, if you get to the part where Eggman's talking about how weird it is he's working with the good guys, then you choose Sonic's negative dialogue option that you never want to do it again, he says he thinks Tails is gonna want to work with him someday. This is before Tails and Eggman actually team up in the game, by this point they'd only upgraded the Tornado together.

Yeah, it's weird. They DID react to the kid having similarities to Tails though and even changed their names since Sonic is an actual media property in this universe, so I think they know and are just acting secretive for whatever reason.
