Faster to fire maybe, but its strength in comparison has always been iffy. Kamehameha at least has multiple subsequent variations that get increasingly stronger. And Vegeta eventually drops it entirely as a move in favor of shit like his Big Bang Attack or Final Flash.

Shadow is probably better off just using his Chaos Energy powers.
