"Character voice" is how well writing emulates that to distance dialogue from the writer underneath. With existing characters, it's about matching established mannerisms to create consistency.
You know that thing where Sonic says "I'm Sonic! Sonic the Hedgehog!" but no other character does that? That's character voice.
