I think as anon mentioned BN4 just hit a peak because of like 3 reasons. It had the momentum of the first 3 well-liked games. It was released when the anime was running worldwide with the momentum. And it had the Django crossover to possibly draw in another group of fans.

No one would look twice at him having an artifice or specifically gem-based power, and I imagine a target crossoverplot limitation on his use of Chaos Control would be to have Eggman, Serpent or Albert or Thomas steal his emerald after arriving. But allow Silver to figure out he can use the CIEL crystals as a severely limited means of activating Chaos Control until he can recover the emerald.
Legends would be the next best, because it's a pretty neutral setting. Every island is basically its own nation, setting, time period. So there could be any number of contrivances to make a crossover suit whatever demands the writer wants on a specific made up island. I know technically the plot is post-apocalyptic future and every game is about unearthing a new pre-apocalyptic apocalyptic threat. But I think the idea of just getting away with a new idea is a more interesting than waking up another robot that wants to kill everyone that isn't human.
Zero's setting is probably is the best parallel to Silver's time. While a lot of the things I said about ZX seem to also be possible: it is also probably Mega Man's absolute shit tier for settings with possible crossovers. Since it's the most narrative series: introducing a single person that can talk sense, or stymie the out of control events even a small amount could subvert the entire doom drama novel of a series plot.

His backstory is lame, his personality is too one-note for how important his character is, he has no good dynamic to work off of another character, and most of his moments are him being an annoying schizo who spotlight steals other more important characters. When his debut arc came out a lot of people argued on Ian's forum that Greenleaf was much better than him. It's obvious he was a case of executive meddling.
