When I first read this issue as a kid it was genuinely mindblowing. I actually thought the Freedom Fighters got killed off in the first few pages of the comic. It was like the kid version of Berserk’s Eclipse.

Remember, Archie Eggman is a Robotnik from another world just poured into a new body. This Robotnik killed his Sonic outright. While it was a great victory, sure, could you imagine how boring that got for him after a bit? He could have tortured Sonic for years, tormenting him in all sorts of traps and games instead of just quickly nuking him and being done with it. He was too merciful to his greatest enemy, he wasted the potential for all sorts of genius schemes and plans.
Eggman would let Sonic live to do just as he said: run around the world in a desperate bid to reclaim what he lost. Eggman could hunt him in Station Square (and maybe get a few more humans for some Egg Grapes or slaves, whichever came first), track him across Downunda, and make him freeze somewhere in the frozen north. All to watch Sonic run around and try to hide from the fact that he lost everything he ever loved.
Eggman already won. He just wanted something to keep him entertained afterward

House of Cards would have made more sense if they had dedicated a page or two in the last few issues showing Amadeus suggesting reforms and being overruled by Elias (at Max's behest). Then there'd be a logical conflict.

People really focus on the "he agrees to kill a king" part and not the whole context.
