I think the very first episode I caught on the air was first part of the dual part season 1 episode where the government attacks Eggman's base. I defiantly feel like they avoided it for the longest time not for any lore reason but because designing npc's that weren't little animals with slightly more distinct seemed way too daunting So they just stuck with humans in a constant fluctuation of art styles but now that Forces has provided a decent palette for Sonic sized npc I hope they just start using both
