Honestly the way you put it sums up the ideal Sally. A good strategist who's humanized by her caring a lot for her close friends, while also giving her a real flaw in that since she cares deeply for her friends, she worries about her leadership skills sometimes, particularly in terms of accidentally getting her friends hurt or in trouble if things go wrong in a plan. And of course, there would be good character development with her trying to improve on being flexible with strategies and being able to keep up with opponents trying to outsmart and outstrategize her, while also keeping up good synergy with her teammates, especially Sonic.
She's a character that I feel can be interesting even outside of her romance with Sonic, and it's definitely a shame that right now she's pretty much just being jostled around by other characters that Penders and Bollers just cared about way more.
