Yeah, Rouge reports directly to the President and has no association with GUN in SA2 (aside from breaking into their facilities). In 06, Rouge is only referred to as an agent so she either works directly for GUN like Shadow and (maybe) Omega, or she's on loan from the President. Shadow only starts working for GUN in the aftermath of his own game.

Lost World's way simpler (and therefore easier to port) and had almost no reach due to being stuck on the Wii U. Unleashed had a much larger audience with the 360 and PS3.
