Being fair, Tails DOES act pretty stupid in a fair number of continuities. Hell, his SatAM, Shogakukan, AOSTH, and early Archie selves are all defined by him being pretty bullheaded and dense - he acts more like Sonic or Knuckles in those than he does a super genius since that part of his characterization wasn't defined back then. Then you have Mangey in Prime, who is LITERALLY feral or Sails who's still smart, but also pretty behind on the curve compared to Tails proper.

So you can basically just chalk this up to what would happen if Tails still had that kind of characterization but with his Modern design.
