I don't recall that. In STC Tails was just the backup hero. People would call him for help on stakeouts and stuff and usually their only response is "aww we got the backup one instead of the usual one?" I don't actually remember anyone treating him or thinking him as a kid, he seemed the same age as Sonic but clumsily stuck in the support role.
