This is a really cute idea honestly!
I imagine it would be a great cast for a Tails Skypatrol 2.
Some plot by Eggman/the BBA ends up getting Vanilla kidnapped which makes Cream go to Charmy for help tracking her down, Charmy is eager to help since Vector/Espio are busy so that means he gets to work a solo detective case. Tails is already in hot pursuit as part of his hero work, so they both bump into him and tag along.
Early along the route they encounter Rouge as a miniboss either hired by the villains or stealing from them, and after beating her she is added to your party on the agreement she gets to pilfer whatever they find when they get to the final HQ. + the golden opportunity for plenty of flirting with Tails along the way.
Cream rescues her Mom, Charmy marks the calendar on his first solo case uncovering the plot, Tails defeats the bosses to save the world and Rouge gets to steal everything shiny they own (then have her way with Foxboy once her pockets are full and it's time to go home)
