Otherwise, yeah, ideally as one-off, he should've remained fallen. Curiously enough, Shadow suffers about the same writing problems as Tommy, when you ponder about it.

Yeah, you could make a lovey-dovey story of Cobar passage from Echidnapolis to Mobotropolis, meeting up and bonding deeply with Rotor. On the guarantee it's set on present and written as honestly, course, since the attempt on MXXYL was a cop-out move.
