Archie Sonic slowly mellowed out on the arrogance as the comic went along. Part of that was natural character development but a lot was Ian course correcting what Bollers and especially Penders were doing. Compare and contrast the way they wrote Light Mobius Sonic.
Satam and Fleetway both wanted to do the "jerk with a heart of gold trope." Satam Sonic feels more genuine and honest tho. Fleetway's a dick to anyone not named Kintobor. He's a jerk with a heart of schizo who only shows signs of improvement at the end.
Pre Colors Game Sonic generally stuck to only trash talking his enemies and rivals. Under Maeda he also had a really compassionate side. The modern games try to do this but Pontac and Graff can't nail down what his character should be so he comes off like an idiot.

Fleetway Sonic doesn't know how to relate to people. Being a sarcastic prick isn't intended to be cruel, it's a maladaptive coping mechanism. I agree that it does end up hurting others though. He's actually pretty messed up mentally, feeling responsible for transforming his friend and mentor into a monster that's taken over the world. He's extremely closed off because of this, and we only get to see him with his guard down when a close friend dies.
There's also the perceptual differences. A side effect of the ROCC explosion was increasing Sonic's speed permanently, meaning that a everyone looks like they're moving (and talking) in slow motion, so he gets frustrated easily. I can't remember where they mentioned this in the comic though, it might have been in an interview with one of the writers?
