Besides the obvious reasons, it's probably because it's the traditional draw a woman and call it a bo- Eggman.
I mean, the official option is to draw a Robotnik with tits and call it Momma but it's on style and on model as opposed to generico animo over there who lacks the eyebrows, the winning smile, the egg physique and most importantly the nose. Hair's pretty good though.
