Overall Iron Queen would have been be more powerful but it would be down to the circumstances and the nuances. Iron Queen is able to conjure random pieces of machinery into a whole so that it can serve a purpose whereas the Zeti can only take over machines that are already built and functional. Likewise the Zeti would be able to control sections of the city but not all of New Mobotropolis like Iron Queen could. In terms of Nicole...that is a very interesting question. He hates they never got to play with that. Although if Zavok controlled Nicole she would have gotten the awesome redesign. Maybe they would have turned her into a Zeti-like Nicole. Zicole? Iron Queen would be able to control the zombots no problem.
