Sally in general rejected what her father was trying to do, she just didn't fully defy him because writers prevented her from doing so.
Her idea was to lead her people in the best way that she could. At first, the crown was the way. But then she had doubts. And later on the Monarchy would be overthrown by the Republic of Acorn and Sally fully accepts it.
I don't see how Sally being the one to overthrow her father is out of character. If anything, its IN CHARACTER. Her actual defiance, being head-strong as a leader, and wanting to do what is right for the people is one of her best qualities (when the writing permits it, albeit), and had she had these said qualities fully realized earlier in the story, she would've led an government change and lock her crazy dad in an asylum or something.
