Question: How much of a threat should Metal Sonic be? Should he be someone that very few people can beat? Should he be nearly unstoppable? Or is he best when he’s a jobber?

Sonic and the Freedom Fighters Note: Chaos can talk, grant power, and appear anywhere he wants. He’s also always very angry and has no problem raining down wrath when he wants to.

He should at least pose a challenge in base, rather than dying faster than some actual fodder badniks. And Neo Metal is obviously major boss material, so he shouldn't be taken down by anything less than a full coordinated effort by everyone to deal with him.

Virtually unstoppable in Sonic CD era, degenerating further and further as the series progresses until in desperation he becomes Neo Metal Sonic, shortly before dying.
