Tails should pretty consistently be shown as about as smart as Eggman in most continuities, if not his superior in raw intellect if he really puts his mind to it. Eggman is mostly held back by the fact that he tunnel-visions and obsessed over Sonic like a motherfucker, which the movies heavily show. That can certainly put him behind Tails when push comes to shove, since Eggman is rarely expecting the fox to being going for his throat with some newly-invented murder weapon.

I think it's fine to have Tails be almost as good as Eggman, to go with his theme of always trying to keep up. I like the idea that Eggman is more inclined to be innovative and creative with his tech while Tails excels at reverse engineer and upgrade tech.
