Dan is a reincarnation of Sonic who died, in the same way D'Angelo is a reincarnation of Shadow. Reincarnated in this setting don't have memories of who they used to be, but get vague impressions nonetheless. That kid from the earlier chapters was most likely Tails, that one lady may or may not have been Robotnik, and now we have Maria.
