Incorrect. There are plenty of Sonic's in multiple continuities who can stop and plan things out. Fleetway is by far the most notable in this manner, but Movie can also do it when things get serious, Archie could be impulsive but also tactical when need be, etc. Even Boom could be smart on occasion - he was just incredibly lazy.

The worst and most impulsive Sonics are Prime and IDW. Modern at times could also be incredibly stupid, but not to the level of either of those two. Frenzy is a lot closer to the Prime Sonic end of the spectrum than he is anything else.
