Though IDW!Eggman is nowhere near early Archie/Fleetway levels of irredeemable monster, he's still far more ruthless than his game counterpart. Game!Eggman isn't a saint, but he's more likely to have his moments of tenderness, and like

If a character like Stone or Starline was in the games you best believe game!Eggman wouldn't mistreat them nearly as much as their respective Eggs do. Though most of it is fueled by his egotistic behavior, his relationship with Sage absolutely proves that deep, deeeeeep down, he appreciates having someone to talk to (even though 90% of said conversations involve sucking his cock).
Meanwhile, IDW!Eggman's first response to recovering from amnesia is plunging the world into a kid-friendly zombie apocalypse. Say what you will about Belle, but her whole character arc involved coming to terms with the fact Eggman's fatherly side is as good as dead. While I can see Sage's implementation as proof that Eggman secretly wishes to go back to his days as Mr. Tinker, I feel the comic has put too big an emphasis on both his careless plans and his cruelty.
TL;DR: IMO Sonic is not the only psycho in the IDW comics
