Honestly after the success of Mania and the amount of attention fan-projects have received (plus Tyson Hesse and co's involvement with the movies), you’d think SEGA would’ve opened a separate branch for talented Sonic fans to make their own official games with some oversight. It’d be a win-win for everyone, right?

I mean think on it, we'd no longer have to deal with long droughts of no new games, Sonic Team no longer have to deal with rabid fans jumping down their throats about stuff the new branch would reasonably include like Chao Gardens and such. It’d generate a lot of good will, well as bring a substantial amount of profits (since Mania had a much lower budget compared to Forces and was a smash hit).

Rather than SoJ hating fan devs/foreigners, they have just become extremely wary of them after the fiasco regarding Archie and the Penders lawsuits.
Like, to the point of being traumatized at the idea of a Non-Japanese developers being in charge of a project, that's why they currently police all things so much. Heck, they left Chronicles in charge of a foreigner game studio and what was the result?

And, if you see the Japanese promotional material for Chronicles, you know SoJ was very confidence in that being the start of an RPG series.

One has to wonder what kind of process HardLight needed to deal in order to get Sega to greenlit the inclusion of Tangle and Whisper in Speed Battle. Maybe they used the good ol' "It is to promote the comic" card?

There is also the factor that they probably don't like that a certain fandom still craves for the Archie, Sonic the Comic, AoSTH and other related media original cast, when they don't want anything to do with them.

But it was after the Pendering that the mandates got worse and worse, culminating with the ones that, allegedly, are in IDW.
