Every character in all of Archie had a ridiculously worse life than Scourge did. A manual said that Scourge's dad was inattentive and didn't spend enough time playing with Scourge. Contrast that with every single other member of the other cast, who are war orphans, former slaves, or both. Tails was born on the day Eggman took over. Rotor watched his entire species get turned into zombies the same day he got them back. Charmy, fucking god, Charmy.
By all means Scourge was the most spoiled character in that entire universe. Even Eggman had a more sympathetic backstory than he did.

Knuckles is the king of suffering. He's died twice, abandoned and thought he was the last of his kind, he never got along with his father who later sacrificed himself to save him, his people got wiped out in two halves, he became Enerjak and killed someone and that made him depressed, etc. He kept getting put into leadership positions and the universe laughed at him and stepped on everything he tried to protect.

Apparently, the artist ships Knuckles and Amy (also Shadow and Tikal for some reason), so pairing off Julie-Su with somebody else was basically their way of still having her be relevant whilst leaving room for their preferred ship.

The OC in question is also female from what I managed to find, so I guess they have another reason for doing this as well.
