Despite the Japanese canon having Sonic first meet Tails as he was fixing Sonic's plane, none of the western continuities originally had him as a mechanic/inventor. SatAM had Rotor as the mechanic, AoStH didn't need one, and Sonic Underground didn't even have Tails, with Manic doing the mechanic and tech stuff. The OVA was actually the first non-game media to have Tails be an inventor. The Archie comics did eventually have Tails become a genius, but that was around the time of Sonic Adventure.

You're right, that was how they course corrected him to be smart in issue 14. The effects were initially thought to be temporary, but Tails became steadily smarter in later issues. It was called the tree of wisdom though (only Penders gets to make direct religious references).

I find it funny how they imply that Tails was just entirely of average intelligence in that continuity until he literally ate from a magic tree that irreversibly changed his brain chemistry and thought-processes. Every other continuity, barring Fleetway, SatAM and AOSTH has Tails being a genius inventor from birth but Archie Tails is the only one who had to have his intellect given to him by outside circumstances.

It's just a really funny detail that I think is overlooked in comparison to the other cases of batshit insanity in that universe.
