Both Iizuka and the higher-ups are responsible for these idiotic decisions. Iizuka for clinging so strongly to them and suggesting them at the expense of the rest of the setting to begin with, and the higher ups for approving them instead of telling Iizuka to fuck off.

As of Forces, they're just three characters who happen to work closely together, ostensibly for some sort of government organization. But don't get the idea that they're a team, especially not one that works for GUN, and certainly not with the codename Team Dark. We should definitely listen to Iizuka on this, despite two worlds no longer being canon, and GUN showing up in the second Sonic movie.
There's definitely no way GUN would want a team of highly trained agents with Eggman and Sonic experience keeping an eye on their potentially world-ending antics, especially not a team who could fit in better among the animal people than human agents.
