Penders once said that it was meant to imply Eggman's tech was only late 21st century Earth level. Just another way of shitting on Eggman. Why that would mean one of his robots would look EXACTLY alike (right down to Isaac also having 102 painted on him) is anyone's guess.

Now, Sonic had had to break in and get what was most certainly the most well guarded treasure of Robotnik, except... it was just there, standing on a desk? How is that? Well, if you remember Drood Henge, Robotnik was lead to believe one of the half had been destroyed, this caused him to then consider his own half as nothing more than a glorified Paperweight.
This is also why Robotnik never try to obtain the other half, this is why he displayed his own so carelessly, thinking it was now completely useless, thus granting victory to the Freedom Fighters. And who came up with this brilliant plan? Tails!
