I haven't had the time to sit down and watch all the episodes though I've checked out a few way back when I was less busy. It's great wild fun and kind of foundational in a way that I think a lot of people underappreciate.

He just wants to conduct a bunch of morally questionable science experiments by harnessing energy from everything and everyone. Creating a base and army is just to better help in doing so and deal with anyone trying to get in his way.
Honestly, this is probably one of the few genuinely evil Eggmen who is actually 'better' in that sense. He's not some wannabe god-king tyrant like Jimbotnik, Fleetway or Modern, or an omnicidal lunatic obsessed with dominating the world and making everyone into his mindless slaves in his empire of rust and filth like SatAM or Archie Eggman. He's just a guy who wants to perform - admittedly morally dubious - experiments without the shackles of others constraining him. I can see him genuinely being unnerved at how psychotic other Eggmen get regarding their childish and unhinged visions of a world completely ruled by them with free will eradicated and everyone either mindlessly enslaved, killed off, converted into a badnik, or roboticized.

I'm not sure Archie Eggman even HAD a real reason. The OG Robotnik could be argued to share a reason with his SatAM self - he was just a selfish powermad tyrant who wanted to rule the world and enslave all as his mindless robian minions, but Archie Eggman never ACTUALLY cared for ruling really. He was so obsessed with THE GAME that he didn't care if he claimed the world or annihilated it, since he could simply move to others and start over like an endless plague across reality - all he really gave a shit about was playing with the lives of others like a God.

I think he's even explicitly called out as being worse than the original Robotnik in this sense. Up until the original was pushed to the brink, he'd never go so far as to literally kill everything to get rid of the Freedom Fighters/Mobian resistance.

Most of them would be annoyed by it, with the likes of SatAM or Archie either not humoring it sa all or immediately trying to kill Sonic and company the second they get the chance. Jimbotnik would be offended he'd need to stoop to someone of lower intellectual standing than himself but would probably just be mostly petty, with Stone being the real danger. Fleetway and Underground would seethe like motherfuckers. Chaos Council either wouldn't care or would be SUPER petty. The thing that most frustrates me about 06 is that there were interesting ideas in play, but as is typical with infamously bad media, the execution is what fucked everything over. Elise herself is the best example. A young, soon-to-be queen who has to strictly control her emotions lest the apocalypse demon trapped in her body escape and kill everyone. Falls in love with a dashing hero she can't be with and has to put up with some weird psycho trying to use her as a living battery. This shit should write itself, but alas.

To add: it's one of the few time travel stories that's entirely self-consistent, which is pretty impressive. The main issue is there's a lot of unneeded milling around because they didn't have time to work out how to get every story through each level.

There's also the issue of Mephiles' first interaction with Sonic being the one where he kills him. If it was that easy, then there's no reason for him to have set Silver after Sonic in the first place. It was also never clear why he didn't merge with Iblis in the future. It can't have been that difficult for him to collect all of the chaos emeralds
