I believe Wildbrain owns the rights to SatAM and Underground, but I'm not sure about the characters. Sega also owns all the preboot Archie characters, it's just that Archie couldn't produce a work for hire contract for Penders. Sega started off as an American company, founded in Hawaii. IIRC Microsoft was pretty close to buying them when they were getting ready to release the original Xbox. They wanted to buy Nintendo but were laughed at. That's why there were a bunch of Sega exclusives for that system and the Xbox was seen as the Dreamcast 2. If they went for Sega again instead of Activision then it might've happened. Outside of that things are going to stay the same. I don't see any other western company wanting to buy Sega.

I think Locke at least was used as a vehicle for Penders' daddy issues, and eventually got some level of comeuppance by getting killed via his sacrifice.
