Naugus really should have been a personal villain for Sally, not just factoring in what you said, but also the fact that he and Kodos staged multiple atrocities that made the Acorn Kingdom uniquely vulnerable before Robotnik came along and further worsened the war between the Mobians and Overlanders.

Naugus was a loser when he came out from the Zone of Silence. He didn't have some massive castle and horde of minions. He was just a magical bum causing trouble every once in a while.
